District 33 Release Role
VADOC’s official directory assigns District 33 to Essex, Lancaster, Northumberland, Richmond, and Westmoreland counties. The office is in Warsaw. Its role begins when VADOC or a court assigns a qualifying person to state community supervision in this service area. The office does not perform the prison checkout and does not hold people in cells.
A prison release can lead to District 33, another VADOC district, or no community supervision, depending on the lawful order and approved release plan. A Westmoreland address does not by itself prove a District 33 assignment. Verify the state record rather than assuming geography settles the question.

A no-result cannot be labeled discharge, absconding, or a warrant. The person may be local-only, assigned elsewhere, fully discharged, absent because of a lag, or outside the public locator’s scope.

Probation and Parole Records
Probation and parole both occur in the community, but their sources differ. A circuit judge may order probation instead of imprisonment or after an active term. Parole is conditional release from a qualifying prison sentence under Virginia’s parole framework. Virginia generally abolished discretionary parole for post-1995 felonies, subject to statutory exceptions and older eligible cases.

A Virginia Parole Board “Grant” is not a checkout timestamp. Planning, final checks, documents, holds, and an approved destination may still stand between the decision and physical departure. Confirm VADOC status before treating the person as released.
District 33 Versus Local Programs
Warsaw has separate state and local tracks. District 33 handles state probation and parole. NNRJ Community-Based Probation handles local referrals, and NNRJ PreTrial Services follows eligible court-ordered release while a case remains pending. Calling all three “parole” hides the source of authority.

District 33 Release Documents
For actual prison release, ask VADOC for the Order of Release and releasable signed release documents. Conditions of Probation or Conditions of Parole can show which supervision path applies. VACORIS, VADOC’s correctional information system, holds official records, though not every component is public.
Virginia FOIA requests can seek an existing record showing release or discharge date, type, and status. The standard response framework is five working days, with a possible seven-working-day extension after notice. A focused request should include the person’s name, VADOC ID, approximate release date, and exact records sought. Ask for segregable nonexempt portions rather than an entire correctional file.

District 33 Status Limits
No official public District 33 list of all people on supervision was found. No separate public district absconder or warrant name list was located either. An absconder is someone alleged to have stopped reporting or left supervision without authority. That label requires a responsible agency record. It cannot be inferred from silence.
A public Parole Board report may show Grant, Not Grant, Continue, Revoke, or Discharge in the category published. Each term belongs to that decision process. A grant still needs VADOC execution. A revocation or warrant question must be checked with the responsible authority. District staff should not be expected to turn a decision index into a full public case file.
A person can finish confinement yet remain under a suspended sentence or supervision. The reverse is also possible: the state custody episode can end with no District 33 assignment. A court order, VADOC release record, and district assignment each answer a distinct question. Record the date and source of each observation.
VADOC Supervision Services
The VADOC probation and parole page describes supervision in the community and the roles of state field offices. It also gives context for Virginia’s post-1995 parole changes.
The state program description helps interpret a District 33 locator result. It does not show an individual release, identify a specific officer, or replace signed conditions. For a named person, return to the locator, release documents, and court order.
When records disagree, give priority to the agency that owns the event. VADOC’s executed record controls state-prison departure. The court controls its sentence and probation order. District 33 controls its assignment and supervision record. Record the date of each source because status can change after intake, transfer, release, or final discharge.
A final supervision discharge is different from release from prison. It may occur much later, after the person has lived in the community under conditions. Ask for the exact status and effective date rather than using one word for both milestones.
District 33 Discharge Proof
Release from prison and discharge from supervision are separate milestones. Prison release ends the physical VADOC confinement shown in the release record. Supervision discharge ends the later community-supervision episode on its effective date. A person can live in Westmoreland County for months or years between those events while reporting to District 33.
To document the first milestone, use the VADOC Order of Release, signed release papers, and locator status. To document the second, ask for the releasable discharge status or order from the responsible supervision or court source. Do not use a missing locator result to fill the gap. Public display and timing can change independently of legal status.
Conditions can also change during supervision. The court or VADOC may modify terms, transfer the case to another district, begin a violation process, or close the episode. District 33’s Warsaw address does not prove the person remained assigned there for the whole term. Record the assignment date and later transfer when those details are lawfully available.
A clean Westmoreland timeline identifies the sentence, actual state release, start of community supervision, assigned office, later changes, and final discharge. That sequence prevents “released” from being used for every event. It also keeps a district office from being described as a detention facility or its supervisees as inmates.
When only a date is public, do not invent a time. Note whether it is the prison release date, reporting date, modification date, or supervision discharge date. The distinction makes a District 33 record useful without claiming more than the office can establish.
