Northern Neck Release Programs

Northern Neck Regional Jail administers two local community-corrections paths relevant to Westmoreland County. PreTrial Services follows a court order releasing an eligible defendant while the criminal case is still pending. Community-Based Probation follows a local court referral and its conditions. These programs do not operate another jail, and reporting to either one is not continued physical incarceration.

The legal source remains the Westmoreland court. Its docket and signed order can identify bond, pretrial supervision, a local probation term, sentence terms, and later hearings. NNRJ owns the separate physical out-event. The program holds its own reporting and compliance records. One source should not be asked to stand in for all three.

Confirm a Community Release

A program referral does not prove the exact date or time a person left Northern Neck Regional Jail. Start with the court entry that authorized release, then confirm execution with NNRJ. The jail warns that its current-custody roster can lag, so a missing name cannot carry the whole conclusion.

1. Search the Westmoreland General District or Circuit Court case for the release, bond, sentencing, or probation order.
2. Check the NNRJ current roster only as a present-custody signal.
3. Call NNRJ and ask whether the person physically left and whether the destination was the community or another agency.
4. Use Virginia VINE for a participating-agency custody-change notice.
5. Contact the named local program for reporting instructions when authorized.
6. Request the executed NNRJ release transaction if durable proof is required.

The Westmoreland County release search brings those sources together for a named person. A court order explains authority. NNRJ establishes the out-event. The community program confirms its own assignment rather than the whole custody history.

Northern Neck Pretrial Reporting

NNRJ’s PreTrial Services page states that a Westmoreland or Richmond referral should contact Amy Stowell no later than the next business day after release from court or confinement. The listed number is (804) 333-6031. This is a reporting deadline, not an announced release hour.

Pretrial release means the person remains before the court while living outside jail under the set terms. Bond or personal recognizance can be part of that order. The charge is not dismissed merely because local custody ended. A later court order can change the terms, remove supervision, or return the person to custody. Read the docket through disposition rather than treating the initial release event as the final case result.

Local Probation Release Records

NNRJ Community-Based Probation lists Latasha Plummer at (804) 333-6034 for Westmoreland referrals. A referred person must contact the agency within seven days. Published office hours are Monday through Friday, 8:30 a.m. to 4:30 p.m., and the program entrance is on the right side of NNRJ from the parking lot.

Local probation is not parole. Parole is conditional release from a state incarceration term under the state parole framework. Local probation comes from the court and may follow a local jail portion or be ordered instead of active confinement. A suspended sentence is time the court did not require the person to serve at once, subject to the order. None of these terms supplies an exact NNRJ out-time without the jail record.

Community Release Record Sources

Each record channel answers a limited question. The court case can show the bond terms, probation order, disposition, suspended time, and later violations. NNRJ’s booking and release transaction can show admission, actual release date and time, release authority, and a receiving agency when releasable. The local program can address its assignment and reporting process within disclosure rules.

Virginia FOIA permits requests for existing public records, but exemptions can limit personal, security, medical, or active-investigation material. Request only the fields needed and ask for segregable nonexempt portions. For physical release proof, direct the request to NNRJ’s FOIA officer rather than the community program.

Westmoreland Court Confirmation

The Westmoreland General District Court handles misdemeanor and traffic matters plus preliminary stages of felonies. The Circuit Court handles felony trials and sentences, appeals, and related proceedings. Search the correct court and compare the case number to the release record. A single name search can mix people or miss a case filed under a variant.

A bond entry can explain why release was allowed but not whether it was carried out after every hold cleared. A sentence entry can separate active jail time from suspended time. A later violation hearing may affect supervision without rewriting the original release event. When exact wording matters, request the order from the clerk instead of treating a short online docket label as the whole document.

State Versus Local Supervision

VADOC District 33 is the state community-supervision office serving Westmoreland County. It is distinct from NNRJ PreTrial Services and Community-Based Probation, even though all have a Warsaw connection. A VADOC locator result showing a district office or supervisee status points to state supervision. A local program referral may never appear in the state locator.

Likewise, a person who fully completed a VADOC term without supervision may have no District 33 role. A parole decision from the Virginia Parole Board is not the same as an executed prison release. Confirm the VADOC release event first, then the assigned supervision district. The District 33 release page addresses that state path without turning a community office into a custody facility.

Northern Neck Program Limits

Northern Neck community corrections is not a public historical inmate database. It should not be searched as though it were a recent-release roster. Program staff may also be unable to disclose an individual officer, schedule, condition, or protected personal detail. Use the public court and custody records for public facts, then contact the program only for a legitimate reporting or case-related need.

No public local-program list establishes who is on supervision, who completed it, or who failed to report. A no-result cannot be called discharge or absconding. An absconder is a supervised person alleged to have stopped reporting or left supervision without approval; that status requires the responsible authority’s record, not an inference from a locator. Warrants must be checked with the issuing authority.

Older Community Release Proof

For an older pretrial or local-probation event, begin with the Westmoreland court docket. It can identify the case, release order, disposition, probation term, and later violation proceedings. Then request the NNRJ booking and release transaction to establish the physical out-date and authority.

Ask for one admission rather than every record tied to a name. Useful identifiers include the case number, booking or jacket number, date of birth when lawfully supplied, and approximate confinement dates. A focused request can seek admission time, release date and time, release type, and receiving agency. Some fields may be withheld, so ask for segregable nonexempt portions.

A program record may help establish that the person reported, which local track applied, or when supervision ended, subject to disclosure rules. It is not an inmate history. An old court entry showing probation also does not establish that the person remains supervised today. Use an effective date and source for every status statement.

If a later sentence moved the person into VADOC custody or state supervision, switch systems. District 33 may become relevant, but the local program’s prior role remains distinct. A clean timeline can show court authorization, NNRJ execution, local reporting, later disposition, and final supervision outcome. Each step needs its own record.
