ICE Release and Transfer Paths
No ICE-owned detention facility or verified current ICE detention contract was found in Westmoreland County. ICE becomes relevant when immigration authorities assume custody or an immigration detainer affects what looks like a local jail release. Northern Neck Regional Jail serves the county's main adult local-custody route. When it sends a person to ICE, the NNRJ episode ends, but federal civil immigration custody begins or continues.
A person may also leave ICE custody within the recent period covered by the federal locator. The result must be described as an ICE event, not as proof that every local, state, federal criminal, or supervision issue has ended. The agency that performs each event owns its record. NNRJ documents its departure and receiving agency. ICE documents its custody or release event. An immigration court or authorized case channel explains a related order.

Search the ICE Detainee Locator
The ICE Online Detainee Locator System, or ODLS, offers two search paths. The stronger path uses the nine-digit A-number and country of birth. An A-number is the immigration identification number assigned in the federal system. The second path uses an exact first and last name, country of birth, and an optional date of birth. Exact spelling matters, so a no-result can reflect an input mismatch rather than the absence of an ICE record.
- Choose the A-number or biographical search based on the identifier available.
- For an A-number search, enter all nine digits and the correct country of birth.
- For a name search, use the exact first and last name plus country of birth and optional date of birth.
- Compare the identity and custody information shown before accepting the match.
- Record the result wording, agency details, and access date.
- If nothing appears, check spelling and identifier details before using the ICE information line.
ODLS does not locate minors. No workaround should be suggested. A parent, guardian, lawyer, or other authorized person must use the protected facility, court, or agency route that applies. The adult locator's absence says nothing about a child.
ICE Release Locator Fields
The search input and output must be kept separate. An exact-match name or A-number helps locate a record, while the displayed custody or location information describes the federal system's current or recent event. ODLS is not a full historical release archive and does not replace the underlying agency record.

A result should be attributed narrowly. State that ODLS displayed the identified status on the access date. Do not broaden it to a claim about every justice system or the person's present location after release. Another agency, court order, or supervision term may still matter.
ICE Release Records After 60 Days
ICE attorney guidance says ODLS includes current custody and releases within the prior 60 days. That period is a locator limit, not a promise that every matching record will appear or that ICE has no older underlying record. Once the window passes, the public search should not be described as a historical release database. A missing result after 60 days is expected in some cases and cannot establish that ICE never held or released the person.
For an older event, preserve the A-number, exact name, country of birth, estimated custody dates, and any NNRJ transfer record. Then use the immigration case or authorized ICE information route. ICE's Detention Reporting and Information Line is 1-888-351-4024. The published hours are weekdays, excluding holidays, from 8:00 a.m. to 8:00 p.m. Eastern. Ask a narrow status or routing question and keep the date and wording of the response.
NNRJ to ICE Release Handoff
NNRJ's published federal agreement authorizes federal custody routes and requires release to the committing agency or its designee. The agreement establishes a possible handoff process, not the current custody status of any named person. It also does not establish that ICE presently contracts for a bed in Westmoreland County. No such local ICE facility or current contract was verified in the research.
When a person leaves the NNRJ roster and ICE involvement is suspected, call NNRJ at (804) 333-6419 and ask whether the person physically left and whether a receiving agency is listed. For durable proof, request the NNRJ admission, out-date and time, release authority, and any releasable receiving-agency or detainer notation. The jail's current roster can lag and does not preserve a public release archive.

Note: The published federal agreement supports a possible handoff route but proves no current ICE population at NNRJ.
Confirm an ICE Release
A sound confirmation identifies the person, agency, event, and date. Save the ODLS wording and access date. Match the A-number when available. If NNRJ was part of the path, obtain its out-entry and receiving agency. If an immigration case order explains the federal action, keep that record as well. These sources answer different parts of the event and should not be collapsed into one unsupported statement.
Community release from ICE ends the identified detention event. It does not by itself explain the final result of every immigration or criminal matter, cancel all reporting duties, or show a present address. A transfer between federal sites is not release. Likewise, an NNRJ transfer to ICE is not an ICE release at all. Use precise verbs such as “NNRJ transferred the person to ICE” or “ODLS displayed a recent ICE release.”

An immigration court or authorized case channel owns its orders and proceedings.

The line is an information and routing channel, not a certified historical packet. Keep a written note of the question, call date, and answer. When documentary proof is needed, ask which office maintains the underlying custody or release record.
ICE Release System Boundaries
ICE is a federal civil immigration authority. Its locator does not replace the NNRJ roster, the Virginia Department of Corrections locator, the BOP inmate locator, or a federal court docket. Virginia VINE can provide a local jail custody-change signal, but it does not prove what ICE did after a transfer. Each source must be used only for the agency and stage it covers.
